New rules coming to short-term rentals
Public consultations on amendments to Poland’s Hotel Services Act are ending. The reform aims to align national law with EU Regulation 2024/1028, standardize short-term rental rules, and create a central accommodation register managed by the Ministry of Sport and Tourism. This database will replace hundreds of local registers, allowing authorities to verify hosts, ensure compliance, and share data with tax offices and statistics agencies. Only businesses and farmers will be allowed to register “other lodging facilities.”
New requirements include a mandatory rulebook, minimum safety and comfort standards, and local oversight with the right to remove violators. The law doesn’t limit rental numbers but allows municipalities to introduce restrictions after 2029. Experts view the project as a balanced modernization step.
