Konstancin City Council votes against Arche’s apartment project
The Konstancin-Jeziorna city council has unanimously voted against the second phase of Arche’s Królewska Papiernia project, which envisages the construction of 76 apartment blocks with around 2,000 flats. Although the vote is not legally binding, it sends a strong signal that the municipality opposes such intensive residential development. The project would be implemented under Poland’s special housing law, which requires council approval. Local activists and residents argue the scale and density are unacceptable and are demanding major revisions.
Arche’s CEO, Władysław Grochowski, said the company respects the council’s position and will continue discussions with residents, but acknowledged that time constraints and regulatory changes complicate any redesign. The dispute remains unresolved, with protests still under consideration.
