The skyscraper project at 4 Burakowska Street in Warsaw is once again under administrative review. Developer Green Property Group has applied for an environmental decision for a 125-meter residential tower and a service pavilion, replacing earlier plans for a 120-meter office building known as Libero.

The proposed tower would rise up to 33 floors (119 meters plus a technical rooftop level reaching 125 meters) and include up to 266 apartments. A two-story service pavilion and one underground level with parking for 310 cars are also planned. Total usable above-ground space could reach 38,000 sqm, including 21,600 sqm for housing and up to five retail units.

The site, near Rondo Radosława and the Forest complex, has faced setbacks before. A previous residential proposal was blocked in 2024, partly due to concerns about nearby municipal land formerly occupied by the Czarny Kot hotel, where future development could be limited by access-to-light regulations. The final decision will rest with Warsaw’s city council.
