Poland Utilizes Only 17% of EU Recovery Funds

As of May 2025, Poland has utilized just 17 percent of the funds available through the EU’s Recovery and Resilience Facility (KPO), according to the Ministry of Finance. The country has access to around €35 billion, but administrative delays and procedural hurdles have slowed disbursement.
Officials claim spending will pick up in the second half of the year as more projects begin. However, experts warn that continued delays could hurt economic growth and stall key infrastructure and digital transformation efforts.
The KPO is central to Poland’s post-pandemic recovery strategy, and full use of the funds is seen as crucial for long-term development and alignment with EU goals.
