Developers in future may no longer be able to change prices of apartments after signing contract
A draft amendment published on January 27 proposes sweeping changes to Poland’s developer law, significantly strengthening buyer protection. Most notably, developers will no longer be allowed to increase apartment or house prices after a contract is signed, shifting cost risks entirely onto developers. Refunds of reservation fees will rise if developers fail to meet obligations, discouraging unilateral contract terminations. The proposal also expands disclosure requirements, forcing developers to reveal their market history, legal proceedings, and detailed finishing standards in prospectuses. New rules will improve handover procedures, make reported defects binding, and curb misleading marketing practices.
In addition, a central public portal (DOM) will provide data on developers, prices, delays, and sanctions, increasing transparency. Most changes are expected to take effect from 2026.
