Poland is closest to this threshold, allocating 4.7% of GDP to defense in 2024, compared to the U.S. at 3.3%.
During its EU Council presidency, Poland aims to advocate for €100 billion in defense funding from the next EU budget, using unused pandemic recovery funds. Kosiniak-Kamysz stressed that protecting against war should be prioritized, citing past European misjudgments regarding Russia.
