The Association for Combating the Grey Area of Gaming and Mutual Betting "Graj Legalnie" warns that PLN 40 billion could flow out of Poland annually to illegal online gambling operators. The grey zone, which currently controls nearly 50% of Poland's igaming market, costs the state over PLN 1 billion in lost taxes each year, according to the association's president, Zdzisław Kostrubała.
In 2023, PLN 35 billion was diverted to illegal online casinos and betting, a trend expected to worsen. The association urges urgent legislative action, citing outdated regulations as a primary cause of the growing grey zone.
With nearly 50,000 illegal gambling domains in Poland, the lack of active state intervention is seen as allowing unfair competition, especially as legal operators like Totalizator Sportowy pay some of Europe’s highest industry taxes. The association calls for new laws by early 2026.
