Polish exporters of services battling domestic regulatory barriers
Although Poland, alongside Germany, is a European leader in services exports, Polish companies are increasingly facing barriers at home rather than abroad. Entrepreneurs warn that Polish administrative authorities are misinterpreting regulations, effectively blocking the execution of foreign contracts. As a result, in December 2025 businesses operating across the EU formed the Coalition of Polish Service Exporters (KPEU). The problem escalated in mid-2025, when offices began rejecting applications to delegate non-EU workers, potentially cutting up to 23% of workforce capacity.
This has led to contract breaches, penalties, and lost markets, while competitors from other EU countries take over clients. The coalition is calling for urgent government intervention and clear guidelines, warning that continued inaction could seriously weaken Poland’s position as a leading exporter of services.
