Transparency and fair competition at heart of query into IT tenders at PM’s office
Poland’s Prime Minister’s Office, Kancelaria Prezesa Rady Ministrów, is facing criticism over a public tender for expanding its NetApp storage infrastructure after procurement documents revealed the name of an external IT specialist as the author of the technical specification. The government admitted it had asked a distributor linked to NetApp for technical guidance to ensure compatibility, and the provided material was later incorporated into the tender documentation.
The procurement attracted only one bid, submitted by Exacom, worth exactly PLN 4 million, matching the published budget precisely. Legal experts warned that relying on input from a single external party without formal market consultations raises concerns about transparency, equal treatment of bidders, and fair competition in public procurement.
