AI targets tenders
Polish startups are racing to transform public procurement with AI, tapping into a market worth PLN 600–700 billion annually in Poland and around €2 trillion across Europe. Leading the charge is Poznań-based startup Minerva, which raised $3 million last year and is preparing a new funding round its founders hope will rank among Poland’s largest. Since launch, Minerva’s clients have won 1,300 tenders worth PLN 1.25 billion, while the company has grown annual recurring revenue to over $2.5 million.
Warsaw-based rival Mimira has also emerged strongly, securing €1 million from UK fund Elder Gull and generating several million złoty in recurring revenue after less than a year. Unlike Minerva, which focuses on finding and analyzing tenders, Mimira supports clients through the full bidding process.
Both firms argue AI can help unlock a fragmented, underused procurement market where many tenders attract little or no competition.
