Draft PV network regulation causing concern amongst private owners of PV panels
Proposed new rules for household photovoltaics have sparked controversy in Poland. The draft grid regulation prepared by the Ministry of Energy would give distribution system operators new tools to monitor and manage micro-installations of 0.8-50 kW, including rooftop systems. Operators could potentially limit inverter output or temporarily disconnect installations if grid security was at risk, for example during overloads.
Critics, including the Climate Coalition, argue that prosumers should not bear the costs of years of underinvestment in the power grid and call for compensation if installations are curtailed. The ministry says the aim is system security, not limiting prosumer profits. Energy Minister Miłosz Motyka says the final rules will not allow interference without the owner’s consent.
