EU environment ministers have postponed the introduction of the ETS2 emissions system to 2028, a move welcomed by the Polish government, which requested more time. However, experts stress that the delay will be meaningless unless Poland launches strong financial programs to eliminate coal heating and improve building insulation. Poland is especially vulnerable due to slow progress in energy transition and thermal modernization. The “Clean Air” program is criticized for being ineffective and excluding many low-income households.

Analysts warn that ETS2 will significantly raise heating and transport costs, particularly for residents of old, poorly insulated homes. Without large-scale support, the postponed deadline only shifts the problem further rather than solving it.
