Housing data shows supply of new apartments at lowest since beginning of decade

Poland’s housing construction sector is experiencing its weakest supply levels in over a decade. In the first half of 2025, only 92,200 housing units were completed—a 3.5% drop year-over-year and nearly 18% below the 2023 peak. Developers remain cautious, slowing both new project starts and building permit applications. Individual investors show slight recovery, but not enough to reverse the trend. In H1 2025, building permits fell 15.8%, with a sharp 25.7% drop among developers.
Construction starts also declined by 9.5% overall. Despite this slowdown, the number of units under construction rose slightly to 853,200. Activity remains concentrated in regions like Mazowieckie, Małopolskie, Wielkopolskie, and Śląskie.
