Min of Dev and Tech withdraw from banning sale of parts of apartment complexes
Poland’s Ministry of Development and Technology has abandoned plans for a total ban on separating individual units in collective accommodation buildings, such as hotels or aparthotels. Instead, decisions will be delegated to local municipalities, which may adopt resolutions defining whether and how such units can be created. The proposal also introduces a minimum unit size of 25 square meters.
The move has sparked strong criticism from parts of the real estate and tourism sectors, which warn it could exclude small investors, deepen regional inequalities, and slow development in large cities and resorts. Supporters argue the changes aim to curb so-called “pathological development practices,” while critics say the government is shifting unresolved housing policy problems onto the tourism and investment sectors.
