Ministry rules out cuts
The Finance Ministry insists it will not trim state spending to keep the 2025 deficit within the legally approved limit, Deputy Finance Minister Hanna Majszczyk told MPs. She argued the budget is on track and that savings will arise “naturally” from lower debt-service costs and reduced subsidies to the Social Insurance Fund (ZUS) thanks to rising wages and stronger contribution inflows.
Opposition lawmakers warned that the 12-month deficit has already exceeded PLN 300 billion, above the PLN 288.8 billion cap in the budget law. After the first three quarters, the deficit stood at PLN 201.4 billion, or 69.8% of the annual plan. Revenues reached PLN 415.6 billion (65.7%), while spending totaled PLN 617 billion (66.9%), up PLN 49.5 billion year-on-year.
Majszczyk noted one-off outlays of roughly PLN 50 billion related to past pandemic-era debt repayments. She added that lower-than-expected borrowing needs should further ease interest-cost pressures across the year.
