Poland invokes exit clause in defense spending

On July 8, the EU Council activated a “defense spending exemption” clause for 15 countries, including Poland. This allows defense expenditures to be excluded from EU fiscal rules, which normally cap deficits at 3% of GDP and debt at 60%. Poland, currently under an excessive deficit procedure, had requested this exemption in April.
The Ministry of Finance estimates that Poland's defense spending will rise by 1.1% of GDP in 2024 and 1.3% in 2025 compared to 2021. With the exemption, Poland won't face EU penalties for breaching spending limits—as long as the overage is solely due to increased defense investment. This move provides fiscal relief while supporting national security efforts.
