Poland’s Clean Air program excludes thousands from subsidies

The "Clean Air" program, suspended in November 2024, will resume in March 2025 with revised rules. However, environmental activists warn that the new criteria will exclude hundreds of thousands of low-income households from subsidies.
While maximum grants for window replacement (PLN 1,200/m²) and wall insulation (PLN 250/m²) have been restored, new eligibility restrictions prevent support for homes with energy needs below 140 kWh/m² per year—affecting many in energy poverty.
Critics also highlight a lack of consumer protection against fraudulent contractors, no long-term funding plan, and bureaucratic inefficiencies. The PLN 10 billion budget will only cover 10% of necessary upgrades, raising concerns about future funding shortages for Poland’s 2.5 million outdated heating systems.
