Short-term rental bill advances
A government bill regulating short-term rentals has been finalized and sent to the Council of Ministers. The Ministry of Sport and Tourism dropped an earlier idea allowing housing communities to approve or block such rentals, agreeing it would infringe ownership rights. Instead, municipalities will be empowered to create designated “no-rental zones,” introduced after consultations and with a multi-year vacatio legis—likely three to five years.
According to Grzegorz Żurawski, president of the Polish Short-Term Rental Association, the proposal is generally sound, chiefly because it clearly requires operators to register a business, helping curb the grey market, which the association estimates costs the state up to PLN 1 billion annually.
Concerns remain over excessive local restrictions and over a requirement to display lengthy regulations on apartment doors. The sector is also pushing for penalties to apply to operators rather than property owners.
