EU ministers give approval to SAFE programme, for €150 billion in defence loans

On May 27, 2025, EU ministers officially approved the SAFE program, offering €150 billion in defense loans to support the European arms industry. Poland is expected to benefit significantly, possibly receiving PLN 120–130 billion. SAFE promotes joint procurement between EU countries but allows individual states, including Poland, to apply for funding during the program’s first year.

Funds can cover existing contracts, aiding Polish defense projects like Piorun missiles, Krab howitzers, and Borsuk IFVs. Ukraine, Norway, Switzerland, and the UK may also participate. While 65% of funds will be spent within Europe and allied states, 35% can go to third-country suppliers, notably the U.S. Loan interest is set at 3.3%.
