Ukraine’s reconstruction to cost $524B over decade

Ukraine’s reconstruction and recovery will require $524 billion (€506 billion) over 10 years, according to the latest Rapid Damage and Needs Assessment (RDNA4) from the Ukrainian government, World Bank, European Commission, and UN. This figure is 2.8 times Ukraine’s estimated 2024 GDP.
As of December 31, direct damages total $176 billion, with the most affected sectors being housing, energy, transportation, industry, and agriculture. Economic losses, including disruptions and additional war-related costs, exceed $589 billion.
For 2025, Ukraine and donors have allocated $7.37 billion, focusing on housing, energy, health, and infrastructure, though a $9.96 billion funding gap remains. The private sector’s involvement is critical for rebuilding efforts.
Prime Minister Denys Shmyhal emphasized that reconstruction needs are rising due to ongoing attacks, with priorities on energy infrastructure and housing. The hardest-hit regions include Donetsk, Kharkiv, Luhansk, Zaporizhia, Kherson, and Kyiv, which account for 72% of total damage.
