In 2024, Poland’s residential construction market expanded significantly, with a rising share of off-plan apartments. Many new homes will be completed in 2026 or later, with Wrocław (59%) having the highest share of long-term projects, while Bydgoszcz (40%) has the lowest.

Only four out of ten major cities have more than 20% of finished apartments available. Bydgoszcz leads with 40%, while Warsaw (10%) and Kraków (15%) have the lowest shares. Compared to 2014, when 36-55% of new apartments were ready, the availability of completed units has significantly declined. Buyers increasingly purchase "holes in the ground" as developers focus on future projects, anticipating rising demand and price stability in the coming years.
