Poland’s government is preparing the most far-reaching tightening of short-term rental (STR) rules in years through an amendment to the Act on Hotel Services. The draft law introduces a central register for STR properties, mandatory registration numbers in online listings, and administrative fines of up to PLN 50,000 for violations. Municipalities would gain the power to designate zones where short-term rentals are banned, potentially without clear protection for existing operations.

New fire-safety thresholds may also cap business growth, while unclear transitional rules increase regulatory uncertainty. Industry representatives warn that removing explicit tenant liability for damages and the lack of precise guidelines could raise operating risks and discourage legal operators, even as the government aims to bring order to the market and curb abuses.
