Commander of Cyberspace Defense Forces: we are in our conflict phase

Lieutenant General Karol Molenda, head of Poland’s Cyberspace Defense Forces, told WNP that Poland is in a “phase of conflict” in cyberspace, possibly nearing war, with Russia and Belarus posing the main threats. He said a full-scale cyberwar would be declared if an attack damaged critical infrastructure and caused casualties. The WOC engages in both defensive and offensive operations, monitoring around 20 state-sponsored APT groups, mainly Russian (APT28) and FSB-linked (APT29).
Poland’s cyber defense model, unique in NATO, emphasizes cooperation, intelligence-sharing, and integration with civilian sectors. Molenda highlighted the need to protect not only military systems but also civilian infrastructure, warning that adversaries often exploit supply chains, logistics partners, and social engineering to gain access.
