EU Parliament Sets Budget Priorities Post-2027

The European Parliament has adopted a resolution outlining its budget priorities for 2028-2034, calling for increased funding beyond the current 1 percent of EU-27 GNI to tackle growing challenges such as the war in Ukraine, economic instability, and the climate crisis.
While defence and security spending is considered essential, MEPs warn it must not come at the cost of cohesion policy, which supports regional development and social equity.
“We need both defence and cohesion. One cannot be sacrificed for the other. We must discuss new, realistic sources of EU funding,” Carla Tavares, Portuguese MEP and rapporteur of the Budget Committee, said.
MEPs also rejected the idea of “megafunds” replacing existing EU programmes, proposing instead a new fund to mobilize public and private investment under risk-sharing mechanisms. They emphasized separating debt repayment, such as from NextGenerationEU, from future programme budgets.
The European Commission is expected to present its official proposal for the next Multiannual Financial Framework (MFF) in July 2025, incorporating Parliament’s recommendations.
