Poland launches ‘Key to Housing’ program

Poland's new housing program, Key to Housing, aims to deliver 15,000 new social and municipal apartments in its first year, with an annual target of 40,000 units by 2030, according to Minister of Development and Technology Krzysztof Paszyk. The initiative also expands student housing availability.
In the program’s first year, at least PLN 2.5 billion will fund these efforts. Municipal housing will account for 8,000 apartments, while 6,500 will be allocated to social housing. The plan covers 80% of student dormitory construction or renovation costs, capping student housing fees at PLN 200–300 per month.
The program includes First Keys, offering secondary market apartments and single-family homes under strict regulations, excluding properties resold within five years. Additionally, social investors—housing cooperatives and initiatives—can participate with capped margins of 25%.
