Poland tops list of hacker targets, even ahead of Ukraine

Poland has become the most frequent target of hacktivism in Europe, surpassing Ukraine and Israel, according to a Q2 2025 report by the Industrial Cybersecurity Center (ZIUR) in Spain. Hacktivism—politically or socially motivated cyberattacks—has surged, with over 2,500 successful denial-of-service (DoS) attacks recorded across Europe. The most vulnerable sectors are government and energy, with incidents including data breaches, unauthorized access, and intrusions into industrial control systems (ICS). Many of these attacks are attributed to groups linked to Russia, which have conducted coordinated campaigns against Europe’s energy sector.
ZIUR, founded in 2019 in San Sebastian, monitors such threats and supports resilience efforts in industrial companies.
